County supervisors on Tuesday approved a resolution formally backing a Certificate of Need (CON) application for a new $50 million, 42-bed hospital.
The resolution was needed for the the Board of Trustees of Neshoba County General Hospital and Nursing Home to file the CON with the Mississippi State Department of Health.
Supervisors will have to approve any financing options, the resolution said.
Plans presented last month called for the hospital to be financed in part through a 7.25 percent HUD-backed loan that would apparently involve a private lender that specializes in such deals and would require the supervisors to mortgage the property.
The free-standing replacement facility would be constructed on a seven-acre parcel adjacent to the current hospital in the southeastern corner of the current campus behind the new EMS building.
A targeted date for groundbreaking was set for mid 2010.
Trustees in March filed a notice of intent with the state to construct a 54-bed replacement facility for Neshoba County General Hospital.
The hospital plans to contribute $15 million in cash toward the project and hopes to finance the remainder with a FHA/HUD Section 242 mortgage insurance with a Ginnie Mae collateralized loan, or if possible, Build America Bonds.
The hospital must first submit a pre-application for the financing and, if approved, the actual application would then follow pending support of the Board of Supervisors.
The new two-story hospital would consist of 95,125 square feet as opposed to the current 49,000 sq. ft. facility.
The new hospital would include the addition of an intensive care unit, distinct same-day surgery unit, private patient rooms with full baths and private registration and admitting.
The new proposed hospital would have a 10,400 sq. ft. emergency room compared to the current 1,708.
Advanced healthcare technology will also be added, including in-house MRI, 16 slice CT-scanner, digital mammography, electronic medical records, automation in the pharmacy, micro laboratory and a sleep lab.
The new hospital and equipment was estimated to cost $44.4 million.
That total includes:
Construction, $28,787,750.
Medical equipment: $6,800,181.
Professional fees and expenses: $3,401,959.
Project contingency: $2,600,000.
Communications systems: $1,900,000.
Furniture and furnishings: $735,000.
Administrative expenses, $130,000.
In addition, $2.5 million would be set aside for capitalized interest during construction plus two months and $2.9 million in soft costs and required reserves.
